Ponding water on commercial flat roofs is what Marty Robinson specializes in, old mill and textile buildings included. A flat roof is built to move every drop to a drain. When the water sits up top instead, it ends up inside, and most of the time the cause is one of three things.

Collapsed decking
A deck that sags or gives way leaves a low spot, and the water collects there instead of running to the drain.

Clogged drains
One blocked drain or strainer and the water backs up across the roof around it.

Faulty construction
The most common one. Drains set too high, not enough slope, low spots built in from day one.
A flat roof only works if every drop reaches a drain. Where the deck sags or a drain clogs, the water sits, and standing water sooner or later finds a way in.
